The current path, images/sovet/%d0%9f%d1%80%d0%be%d0%b5%d0%ba%d1%82_%d0%bf%d0%be%d0%bb%d0%be%d0%b6%d0%b4%d0%b5%d0%bd%d0%b8%d1%8f.zip, didn’t match any of these.

You’re seeing this error because you have DEBUG = True in your Django settings file. Change that to False, and Django will display a standard 404 page.
